Founding Partner

Fleming & Welsh was founded on the vision, character, and leadership of Timothy L. Fleming, a man whose life reflected an unwavering commitment to service, community, and excellence in the practice of law.
Raised on a fourth generation family farm in Buhl, Idaho, Tim developed a deep appreciation for hard work, integrity, and the importance of putting people first, values that would go on to define both his career and the firm he built. From an early age, he stood out as a natural leader, embracing every opportunity with determination and purpose.
After earning his Juris Doctor from the University of Idaho College of Law, Tim dedicated his career to public service, holding key roles including Canyon County Chief Deputy Prosecutor and Gem County Prosecutor. His work extended far beyond the courtroom. He was instrumental in establishing the Gem County Drug Court Program and served on numerous boards and commissions that strengthened Idaho’s legal system and local communities.
In 2011, Tim brought his experience and values into private practice, founding Fleming Law Offices in Emmett. His vision was simple but powerful: provide exceptional legal representation rooted in trust, accessibility, and genuine care for every client. That vision grew into what is now Fleming & Welsh, where his legacy continues through the attorneys and clients he inspired.
Tim was known not only for his skill as an attorney, but for the way he made people feel respected, heard, and supported. His presence filled a room, his generosity brought people together, and his commitment to others left a lasting impact on everyone he met.
Today, Fleming & Welsh carries forward his legacy by upholding the same principles he lived by: dedication to clients, pride in community, and a relentless pursuit of doing what is right.
